If you are a beginner, than get a new racket for around $20-25. They have decent ones from pretty good brands like Wilson, Prince etc. I wouldn't recommend you to get a cheap used racket because they could be player sticks that are used, so they are harder to use and are recommended for above average tennis players. In terms of sizing, the number that says "4 1/2," for example, is the size of the racket.
